Job Description

Position: MEAL Manager / full-time

Starting date: ASAP

Duration: 12 months with possibility of extension (including 6 months probation period)

Country Programme: Bosnia and Herzegovina (BiH) Bosnia and Western Balkans (WB)

Base: Mostar

Line Manager: Country Director/ Regional Representative for Western Balkans

Line Managing: MEAL Team

About PIN in BiH and Western Balkans:

People in Need (PIN) has been operating in the Western Balkans since 1992 in response to the 1992-1995 Bosnian war. After the outbreak of the war, People in Need sent humanitarian workers and supplies into the country to provide immediate and emergency relief to those affected by the conflict in BiH as well as in Kosovo in 1998.

The PIN representative office is located in Sarajevo. PIN also has offices in Mostar, Belgrade, and Pristina. The total volume of the current programs is more than three million USD annually, funded by EU, CSSF/FCDO, CzDA, and other donors.

In the last two decades, PIN implemented projects supporting climate resilience and citizen engagement and minorities rights in the areas of waste management, circular economy, social inclusion, employment and inclusive education.

About the role:

Under the strategic guidance of the Regional Representative, the position is responsible for the overall coordination of all MEAL related processes and activities across PIN’s Country Programme in BiH and WB; lead the MEAL department in developing quality MEAL related deliverables in compliance with donors’ guidelines and PIN’s internal guidelines. The lead role and responsibilities in MEAL will be performed in close collaboration with the Head of Programs, Project Directors, Technical Leads, Grants and Project Managers, Desk Officer and HQ-based advisors, in particularly with Programme Quality Advisor.

As Project Mostar is one of the UK’s flagship programs in BiH and wider Western Balkans, it is most critical that the MEAL Manager provides timely support and guidance to the Project consortium and donor. Project Mostar, led by the consortium lead PIN, is a significant initiative aimed at reducing the prevalence of fear and increasing positive attitudes towards the city and its residents. To ensure the project's success, the consortium has recognized the critical role of Monitoring, Evaluation, Accountability, and Learning (MEAL) in achieving its objectives.

The MEAL Manager will provide critical support to monitor and evaluate the project's progress, identify any challenges and shortcomings, and provide feedback to improve the project's effectiveness. Through regular monitoring, the consortium can identify any deviations from the original plan and take corrective measures promptly. Evaluation allows the consortium to assess the impact of the project and its success in achieving its objectives.

Moreover, the MEAL Manager will support the consortium in being accountable to its stakeholders, including the citizens of Mostar and its surroundings, by ensuring transparency and providing evidence-based results.

DUTIES amp; RESPONSIBILITIES

Lead the monitoring, evaluation duties and assist-in in accountability and learning processes at the Country Programme:
  • Lead implementation of the ethical principles in all MEAL processes at the Country Program.
  • Lead Mamp;E coordination for the entire Mostar Project consortium.
  • Provide timely support and guidance to all projects related to MEAL, particularly the Mostar Project.
  • Draft and regularly update MEAL workplans and data collection plans at the Country Programme. Agree workplan with stakeholders across the organisation (Country Programme and HQ).
  • Support Country Director, Project Director, Head of Programs, and program/project teams in developing accountability mechanisms, including the Community Feedback and Response Mechanism (CFRM) and assist in analysis.
  • Support project teams in developing quality standards for all key program interventions to strengthen the compliance and quality aspects.
  • Promote and strengthen the understanding of the importance of MEAL within the organization.
Ensure technical, programmatic or strategic consultancy in MEAL assignments to the program personnel at the Country Programme:
  • Set up an adequate monitoring and evaluation system applicable for the whole Country Programme and particular projects and draft Mamp;E plan for each and every project according to PIN QSC in regards to MEAL.
