Job Description
The overall objective of the project is to strengthen economic fundamentals and growth in Bosnia and Herzegovina in view of economic criteria for EU accession and of the requirements of economic policy coordination in the European Semester.
The specific objective is to improve Economic Reform Programme preparation and implementation and the expected outputs to be achieved are as follows:
Output 1: Capacities of line ministries and other government institutions for preparation and implementation of Economic Reform Programme strengthened and improved
Output 2: Capacities of the institutions of the Economic Reform Programme coordinators strengthened and improved
The intended start date is October 2022 and the period of implementation of the contract will be 24 months from this date.
Requirements
Key Expert 1: Team Leader (minimum input 440 days)
Qualifications and skills:
- University degree. Candidates with higher degrees will be scored higher
- Expert must be fluent in spoken and written English
- Knowledge of one of three official languages in BiH would be an asset
General professional experience:
- Minimum 10 years of relevant professional experience in institutional building or policy design or strategic planning
Specific professional experience:
- Preferably 7 years, but minimum of 4 years of professional experience related to economic policy(s) in the EU member or candidate/potential candidate countries
- At least 3 years of experience as a team leader and/or on the staff management position
- Experience in providing training, especially training of staff in public institutions, will be an advantage
Key expert 2 (covers public finance of Economic Reform Programme) (minimum input 400 days)
Qualifications and skills
- University degree in economics, finances, or accounting. Candidates with higher degrees will be scored higher
- Expert must be fluent in spoken and written English
- Knowledge of one of three official languages in BiH would be an asset
General professional experience
- Preferably 7, but minimum of 5 years of professional experience related to public finances
- Experience in international projects related to public finances in candidate/potential candidates for EU accession will be an advantage
Specific professional experience
- Minimum 3 years of professional experience related to budget reporting in accordance with ESA 2010
- Experience in programme budgeting will be an advantage.
